The State Department notified the Hong Kong authorities of the suspension or termination of three bilateral agreements. These agreements covered the surrender of fugitive offenders, the transfer of sentenced persons, and reciprocal tax exemptions on income derived from the international operation of ships. The latter action could have a tremendous financial impact on owners of Hong Kong Flagged Vessels. With the termination, owners will now owe taxes on earnings from the operation of these ships that trade in and with the United States.
